Carl manages to create a crack in space/time through unknown means. He uses to collect millions of white baby hands. The reason for collecting only white baby hands through the crack is that the white race needed to pay for their crimes. Carl collects this payment in "Llamas with Hats 5." What he planned to use the hands for after he had collected them is unknown.
